Thinking about other jurisdictions (the "everywhere" part), especially tax havens, various remainders of the British Empire: Cayman Islands, BVI (British Virgin Islands) as well as dependencies: Jersey, Guernsey, Isle of Man, Gibraltar. Who is regulating those?

All these tax havens and billionaires escaping UK due to tax regime and terrible weather.
