Currently it would require a court of order of an existing jurisdiction. Possible for existing jurisdictions to offer us a mandate to enforce blockchain laws.

That's why even if a smart contract has a switch disabling access, a bad actor can find a workaround. That's why a better way to enforce blockchain laws in real-world seems practical and desirable.
